Order update in wrong language ? ?

When I update an order through the Admin Panel, for example from pending to sent, I choose to notify the customer as well. But When the customer receives the order update mail, it's in english. I've checked the order_update.php file and everything is in Swedish. I even changed the english order_update.php file to Swedish.

Everything is still in english. Does anyone know why ?

I'm not sure if the order update is send in the language of the one who ordered or the language of the Admin?
