New Free Shipping Mod Needed

We are looking for a new shipping module for free shipping.
The requirements are
We will need two free shipping amounts £99.99 & £249.99
For each one we will need to be able to pick what Categories goes with each one.

Example
All products in Categories 1, 2 and 3 will have free shipping on orders over £99.99 but items in Categories 4 and 5 will only have free shipping if the order amount is over £249.99.

But if the totals order for items from Categories 1 and 4 are over £249.99 it will need to show free shipping.

The mod would be a mix of the core free shipping mod and the Coupon part of OC.
