Free shipping on individual products with zone filter

allow free shipping on individual items and also filter by zones

example: customer1 orders product1 and product2 , product1 qualifies for free shipping (to usa only) product2 does not qualify for free shipping customer1 lives in the USA zone so he gets free shipping on product1 but still pays ups shipping rates for product2

Customer2 orders product1 and product2, product1 qualifies for free shipping (to usa only) customer2 lives outside the USA zone so normal ups shipping rates apply for product1 and product2.
