how can i set free shipping on certain products ONLY if they are being shipped within the USA?

If you set the Free Shipping geo zone to your USA zone, you can then limit the shipping to certain products by using a combination of my two extensions Individual Product Shipping and Restrict Shipping Methods by Product.
