No stock still be able to check out and makes payment?????

Did anyone have the same problem what I had? I am testing my web page and realize that when I click on that item added to cart. A message said "  Products marked with *** are not available in the desired quantity or not in stock! ". (( I knew there is no stock for that item )) I still lead to check-out and it jumps over to payment information that skips shipping information page, and goes on to payment and checks out successfully..

Is there any way to stop the progress and have shoppers alert when there is no quantity available for that item?

Yes, that is a feature.
You can disable the feature by going to Admin->Configuration->Settings on the "Stock" tab and set "Allow Checkout" to No
