PayPal Instant Payment Notifications

I am receiving this message from Paypal.

Please check your server that handles PayPal Instant Payment Notifications (IPN). IPNs sent to the following URL(s) are failing:

http://mywebsite.com/index.php?route=pa ... d/callback

How can this be resolved?

Can I change the notification URL? If so, how?

Please advise. Thank you so much in advance

that is the correct notification url. You need to make sure your server is not blocking something.
