Limit shipping options by zip code

Hi

In some cases, I'd like to limit shipping options by zip code.

For instance, if something is being shipped to an area known for higher than normal theft, I might like to limit shipping options to that location to just USPS Priority with Signature confirmation, for instance.

Is this possible?

If not, is there a module that is close that maybe could be tweaked?
