Free Checkout

Hi, i'm having problem giving my customer free checkout option, i've install & enable the free checkout option. but when customer checkout, it does't show the free checkout, it just show paypal payment option. wonder where could gone wrong, help are very much appreciated :)

it only shows free checkout if the total = 0.00
