Tax is not calculate in checkout after shipping help!

Sorry guys I not sure if I am doing something wrong or not so can any one help me or explain to me how it works

the tax in california is 9.25% and any store in CA add the tax after the shipping is calculate

so it will be something like this
item price $ 9.99

Sub- total $9.99
Shipping $2.99
Tax 9.25% $1.20
Total $14.18

but in my case is not doing that after the customer click confirm it goes to pay in the paypal checkout show this check the images I have attach I hope you guys get the idea any help please

how can I fix this so I can be able to calculate the tax after the customer chose the Shipping method

ADMIN-> EXTENSIONS-> ORDE TOTAL AND DOING THIS

SUB-TOTAL 1
SHIPPING 2
TAX CA 3
TOTAL 4
SORRY GUYS MY BAD

That won't fix it for shipping. For shipping, each shipping module should have its own setting for tax class
