Paypal, "Choose a way to pay", Show Credit first

In my country Paypal is not so much used.. I set up Paypal on my fresh Opencart shop, when I get to the Paypal payment screen "Choose a way to pay", there the first thing up is "Pay with your paypal account" and down it is a button "Pay with a debit or credit card". Is it possible to do so that "Pay with a debit or credit card" will be shown first?

No. Paypal of course wants to sell their own product first so they don't allow any methods of changing their load screen

Just be glad with what they are giving you now. They used to have the pay with credit card option as just a simple link in small font. Just about everyone missed it unless they were specifically looking for it.

Unless you've never visited their site before, then it would show the CC form on the left and paypal login on the right. But now it is at least consistent.
