When I add a percentage to the cost like: 90.00:10% - The items in the cart show shipping as $0.00, but when I do 90.00:10.00 it works. Seems like the percentages are not working for some reason. Any help would be nice.

We are using mode: S
We are trying to use the following calculations: 90.00:10.00, 91.00:30% - this should work, right?
We have added about 5 items which all are placed in a shipping group. The sub-total of our cart is $130.75. The calculation for the shipping continues to be $0.00. Are we doing something wrong?
