I have read the thread about the lbs oz issue showing up on the checkout pages but the real issue is that even tho pounds is picked everywhere it needs to be, ounce is still being sent to the ups site in order to get shipping totals.
It doesnt appear to matter if you select pounds or ounces. I tested with 1 item had the shipping weight set for 2 pounds and went thru check out and got my shipping quote for UPS then went to UPS site and used their forms to get a quote and there was a $7 difference
went back to the admin of the cart changed the 2 to 32 (ounces in 2 pounds) went thru check out again and the ups shipping quote matched the quote that i got straight from the UPS site

Anyone know how to correct this issue?

OK i just tested this with the latest version of opencart:

OpenCart rates for 1lb:

UPS.com rates for 1lb:

With the exception of the lack of saturday delivery, they are dead-on-balls accurate
