PayPal Charges shipping on Digital Downloads

ok so I got the issue handles where the cart was adding shipping into the total for digital downloads. But now its passing shipping to paypal it seems and there shouldn't be any shipping charges for a digital download. Shipping Sessions are off, Shipping is disabled on the digital downloads, and all other shipping charges settings for the digital downloads are turned off. I have also deleted cookies as well.

Any ideas? All ideas are greatly appreciated!

I checked form coming from opencart. There is no shipping being passed. The shipping is set on your paypal account. Read this to properly configure your paypal account:

Ok Qphoria we followed those instructions to a T and still no dice. PayPal is still adding shipping to digital downloads! Why, How, any ideas? I have checked and changed the settings, we have also set a PDT but still no dice.
