Slow Checkout when options changed

Free Shipping Bug?
Hi, I've enabled free shipping on our company website www.victorialinen.co.uk, its supposed to kick in for orders over £75 (62.50 less VAT) to mainland UK only but for some reason its offering it on orders of any value.
