I need a solution to add a second banner image in same the admin panel - creating banners for the selected language in the offer?

From the image you inserted, you appear to need BOTH of them. THAT suggests that you either haven't clicked the grey images to get into the image manager, or that the files aren't on the server. You must also preliminarily put the images into the proper place in the directory tree (there are two, one is within basal image/data, the other is within admin/image/data), via ftp or your hosting control panel's file manager.

Otherwise, I'm not understanding the problem.
