Multiple per item shipping options?

All our good are w/in 1-2oz of each other, and roughly same dimensions.
I was wondering if there is a way to run multiple per item shipping costs. The best example would be our international shipping costs.




To Canada we charge 9.99 / item (which is currently in place)
I would like to add an option for "Worldwide - outside of canada/US" for 20.99 / item

is there a way to do this

If there is, I would also like to add a thrid option for $4.99 / item US, while keeping my option of free shipping over $25.99 orders

Take a look at Formula-Based Shipping -- that allows you to set rates based on number of items and order total. You can set up geo zones for the U.S. and Canada, and then use the "All Other Zones" checkbox to create a rate for the Worldwide option. You would set up a rate like this:

Rate Type: Item-Based
Cost Brackets:
- From: 0, To: 99999, Charge: 20.99, Per (#): 1
