I've had this issue on multiple machines using WAMP. See attached image. You will have to open the image to see that CURL is uncommented.

Solution. I couldn't find anything related to fixing the issue when searching for opencart. However when I searched for CURL and Apache, I was able to find an updated CURL extension for my version of PHP.

click wamp icon, PHP->PHP extensions make sure your php_curl already checked.

I believe you need to restart WAMP/Apache too.

Not sure if you noticed but that's why I was supplying the php.ini file. The issue isn't the extension being activated in Apache, it's that it's broken. I posted the solution.
