So I am new to OpenCart and will launch my website to the public this month and I am doing a trial and error right now. I have noticed a bug on the shipping rate. On the last step, when the customer is about to pay, the shipping rate is not added.

Make sure you have the shipping order total enabled under:
Admin CP > Extensions > Order Totals > Shipping
