no need of SSL for standard Paypal transaction unless you want to https the registration process. Not sure if OC support this out of the box.

Well if the client wants it and will pay for it, do it, but if he's using only 3rd party processors for payments, he really doesn't need it. Though some customers don't understand that and may look for the ssl anyway.

Running Opencart v2.2 with multi-stores from http://www.labeshops.com which has links to all my stores.

Just to make the customer feel better and their users feel better encrypting traffic on account registration, and account access. You recommend not required but will enforce if requested.

If the client believes it will help, the cost of an SSL certificate ($50 - $100 a year) is not too bad for user peace of mind. It's also helpful if the client's customers type anything of a secure nature in the Contact Us form, since that's also on https if an SSL certificate is installed.

use of ssl depends on local laws.

in holland as soon as personal data is collected ie client makes a account or sends information using the contact page we have to protect their privecy by law and a ssl encryption is mandatory.

even before this law came into vision i had my shop under ssl to give a extra security to our customers.

Yes, You have to use SSL on his site

Today SSL is strongly recommended to protect customer's sensitive information even you are using Paypal. A website should have ssl which accept login details and personal information from their customer. Even Twitter and Facebook is also using SSL to protect their user's data.
