No SEO URLs

I've selected 'Yes' for 'Use SEO URLs' in Settings: Server in the admin panel but the default URLs were still being generated when products categories and products were added. Isn't this setting supposed to produce 'clean' URLs?

on the data tab for categories and products is a field for seo keyword, this is what it uses for seo urls. if this is empty you will not have seo urls.
