Apply free shipping to certain customers? Is this possible?

I know you can setup free shipping over certain amount but need to apply to individual customers.

Is the only why forward to use coupons ?

You could use Free Shipping Plus to do that for customer groups, but if you need individual customers, the easiest way is probably to use customers like you suggest.
