[RELEASED] Numbers Only (Validate: quantity + phone + fax)

---What it does--
The quantity field both in the shopping cart area as well as the product details page should only accept numbers. Also, the phone fields + fax fields in registration need to be numbers only as well. By default it accepts numbers and letters. This is the first step in proper validation and betters your website for security reasons too.
-Validates Phone in account/register as well as checkout/guest and checkout/register.
-Validates Fax anywhere there is fax
-Validates quantity field in both cart and product pages.
-All Client side validation with no POP UP or page reload. Disables typing of any character but numbers.
