Shipping based in Postal Code

Hello

I need to set free shipping for customers that are located inside the postal code of the store address.

Store address postal code: 4050-137 Oporto Portugal

Eg: If the customer inserts a postal code between 4000-001 until 4200-999 in checkout it will display: FREE SHIPPING


To other shipping postal codes it will be applied the weight based shipping.

Is there any way to set this up?
