I'm setting up a site selling with the USA only.

The retailer is based in California, so I've configured for sales tax to be applied within this state only.

Is it possible to configure shipping at $15 for California, and $20 for all other states?

Thanks for that, but I'm not sure it does quite what I want. Won't the customer have to choose the shipping rate?

I was hoping that if the customer was in California they pay $15, $20 if elsewhere, and it's automatic, the customer doesn't need to choose.

It's the same idea, except you won't be setting up multiple shipping options. You just need to create two geo zones: California and U.S. (All Other States). Then you set a high rate for each geo zone in the weight based module:

California: 999999:15.00
All Other States: 999999:20.00

If you'd prefer, you could also use a commercial shipping extension instead, such as Multi Flat Rate Shipping.

That's just how I have it set up now, but it asks which shipping rate to use at checkout?

Then your geo zones probably aren't set up correctly. Make sure your "All Other States" geo zone does not include California.

You were quite right, I had all states included in my USA shipping zone, I manually included all but California (a bit of a chore!) and it now works as it should.
