Unable to upgrade cart...

I have uploaded all the files to my site, with the exception of the config files. I am upgrading from 1.5.1.3 to 1.5.4.1, I got the Upgrade page, when I press the upgrade button however I receive:
Forbidden
You don't have permission to access /tigershop/install/index.php on this server.
Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.
Any ideas on this would be appreciated thanks....
