Price including tax not shown in shipping method.

In version 1.3.4

If you select a shipping method in either guest checkout or register account the price is not shown including tax. The tax is shown on the confirmation page.

Australian laws say we have to display our prices including tax and that includes shipping charges.

If I have "show prices with tax" selected under settings - it makes no difference.

I have only tried weight based shipping so far.
