Downloads Update Push Fix

Fix downloads update push to add new downloads to exising orders.

To add new download to existing orders:
1. Create download
2. Associate with desired product
3. Edit download with "Push to Previous Customers" option set.

This fix plays best with eGoods solution (it adds download to product in one step).

Yep, it should be. But OpenCart pushes updates for existing downloads only, there is no way to add downloads to existing orders. Check this thread - http://forum.opencart.com/viewtopic.php?f=10&t=66768

By the way, I don't mind commit this fix (along with Image Fix) to future OpenCart releases.
