in case cart emails are being blocked by this or that service such as hotmail, would be great if admin/staff could use a select list of outgoing email accounts to use, not just from the domain but also using some public mail such as Gmail, Hotmail, Yahoo, etc., that you also happen to use as a business account.

The problem is that even if the destination hosts blocks a Gmail, Hotmail account etc, it wouldn't change the fact whether it comes from an SMTP server straightforward or over API protocol before passing through SMTP.

so you mean that if staff replied using hotmail api for outgoing, it wouldn't be authenticated as coming through hotmail but rather as coming from the cart but just passed through hotmail, am i understanding things?

No. What is mentioned on the above is that the source host or the destination host can still block email addresses whether it comes from API over SMTP or straight from SMTP protocol.
