EU Cookie Law help

I am in Europe and I am using cookies so I need to have a warning for my customers that I am using cookies.

I have found a code from this website http://silktide.com/ and it says that I need to add the code
just before the </head> tag.

Can you please let me know which file I need to add this and where to find it??

I am running OC 1.5.1.3 on Creative theme from theme forest.

You can simply paste this code by to
Admin Panel>System>Settings>Click Edit Button>Server>Google Analytics Code>You can paste this code in the same box. Below the googletracking code(if you have have already pasted one there)

Ive put my own code in there, but google says it's not installed on my own site. I dont get it.
