Multiple, different customer emails

We have a client who wants to have an email go to a 3rd party for approval of the order.
This message will be slightly different to the standard confirmation email.
I have additional fields set-up to capture the Approver's name and email on the account page and in the database.
I've looked through all the available extensions, but none do exactly what we need.
A nice little vQmod thing would be great, with configurable HTML content.
My database fields are "appname" and "appemail".
