Google Checkout Not Delivering Downloads

Upon the successful completion of an order using Google Checkout the customer is given the option to be given the product by clicking a link. This link goes back to my opencart page

mysite/index.php?route=checkout/gdownload&order_reference= (% a big reference number %)

the page title is:

Google Checkout

text_error

When the customer clicks their accounts the order is not in their downloads folder either. I am using opencart v1.5.1.3 with the compatible Google Checkout version.

I am going to try to install a different opencart version and see if this is just a bug in the Opencart version. Anybody have any ideas? Thanks in advance.

My error log shows nothing. Google sends me no errror messages, the process works outside of google checkout.

What should i specify as my callback url?
