VAT Number Checking in 1.5.3.x

Hi All,
I have installed the latest version of OC (1.5.3.1) and I am wondering about the Automatic VAT number checking.
I have it enabled in Settings but when I register a new customer I enter a random number under Company ID (which is where I presume the VAT number should go) but the registration is fine and there is no validation occurring.

Anybody got this functionality to work? If so am I doing something wrong or do I need to do something else?

I made a cock up in my query. The problem is the Tax ID field doesnt seem to be appearing.
Any suggestions?
