Whenever someone tries to checkout on my site they enter in the shipping info in step 2 and click continue and they just get the loading sign and it never progresses, ive personally tried this on all 4 of my computer and have the same issue.
It's a good practice to always let us know which version of OpenCart you are using - eg: v1.4.9 or v1.5.2 because the appropriate answer will be related to that version, even if the answer isn't always related to your original question!
It sounds like your settings are almost set-up but the script is having to go through many many many Countries and Zones, (and there are many installed by default), to figure out which rate to apply, that's why it looks like nothing is happening while actually it may be working as fast as it can with the information supplied.
In Admin, under Extensions, Shipping -> which shipping methods are enabled and what are their Sort Orders set to?
Within each Shipping Method is the place to set the Geo-Zone(s) that will apply -> check that you have at least one Enabled for each.
Under System, Localisations, Geo-Zone -> Check the enabled Geo-Zone(s) to see which Country and Region that Geo-Zone applies to!
