Account Create Error?

I set up a 2nd test account and tried a password only 3 characters long. I received an error that it must be between 4 and 20 characters. I get that part but it also said "you already have an account, go to the login page". Is it supposed to do that?
I changed the password to 6 characters and was able to complete the registration properly.
