"Run the installer" the PDF instructions say.

There is no installer. There is an INSTALL file that has a text description of how to install, but without a installer that's pretty impossible, now, isn't it?

2.2.5 Run the installer

The OpenCart installation is initiated by opening your store location in a web browser, for example:

    http://www.mydomain.com/store/

The install process will be initiated.

True enough.  The instructions aren't too clear, but simple to resolve.

On your webhost (I use www.smchost.com since it has PHP5 and MySQL, and is FREE :D), copy the "upload" folder and all it's contents in the downloaded ZIP file to the root folder (you can rename it whatever you want to instead of just "upload", but copy it first).  Then go to that location in your browser (i.e.  "http://www.mywebsitehasafreakishlylonga ... /index.php") and that's the installer.  It's really easy to use once you get it on your website.  But just make sure the installer's features all report green, or you'll have headaches.  I have a Yahoo Small Business webhost account that I pay $50/month for, and I was having nightmares getting the code to work.  After giving up, a friend suggested trying another webhost. That was all it took.  Worked on the first try.  I am still impressed. :)  Hope that helps you out a little.  Feel free to ask questions here.  I don't know much, but this forum has been a lifesaver.  lol
