Postal Code not required in addresses

When creating an account or adding/editing an address in the address book, the postal/zip code field isn't required. Looks like this has been mentioned before elsewhere and people have applied their own patches, but it would be great to get this fix into the core.

Are there any countries out there that don't require postal codes? If so then perhaps an option in the admin to make postal codes required is in order.
