Shipping Rates per Individual Product (quantity based also)

Hi. I want to know if there's a way to have different shipping prices on different products. I would like to have a handling fee + shipping (by_number_of_items) fee.

Example:
Shirt 1 - Shipping US:
Handling fee: $4
Per shirt: $0

Shirt 1 - Shipping Worldwide
Handling fee: $10
Per shirt: $4

Shirt 2 - Shipping US
Handling fee: $5
Per shirt: $2

Shirt 2 - Shipping Worldwide
Handling fee: $12
Per shirt: $5

Not by default, but I have a Product-Based Shipping extension available that lets you set individual rates based on products or groups of products. You can set rates based on the numbers of items, total, volume, or weight. You'd set up a rate, for example for your second rate, like so:

Geo Zone: All Other Zones
Sort Order: 1
Multi Rate Calculation: Sum
Products: (all the shirts with this rate)
Criteria: ANY
Brackets: Item-Based
Final Cost: Single
From: 0, To: 999999, Charge: 4.00, Per (#): 1
Final Cost Add: 10.00
