[1.5.1.3] Weight Based Shipping not working

I enabled Weight Based Shipping function but it not working
When I go to step 4 (shipping method) then It show Error message (this message has been crop)

Please help me!

Your weight brackets only go up to 2. Is the cart weight higher than 2?
