Checkout -Billing Delivery Address different

Can someone tell me if this is by design or did i introduce a bug?

Go to Checkout as guest->
Enter Billing details
My delivery and billing addresses are the same. is UNCHECKED
select continue
a new address form page loads so user can enter delivery details

BUT if a user chooses Register this "new address form page" does not appear.
you enter billing details
continue
you are taken to the list of addresses and I have to select add new address.


If this is by design is there a way make the register to work like guest?

You want the register method to have the checkbox disabled by default?

yes if the user indicates their ship to address is different, I want the 'new address form' to display automaticlly for (Step 3: Delivery Address) as it does with guest checkout.

Currently it list the user's current address and you have to select 'Add New Address'. Weird since user has already indicated in the step before that a new one needs to be entered for delivery.
