Can't get Product Option as "Shipping" to Work.

Clean install

I have a problem getting the Product Option to work. Here's my problem. I have some products that required very high cost shipping (> $100), but I only want to charge shipping once. I thought using the Option with various costs would work, but it doesn't seem to be doing what I though it should.

For example: if I created an Shipping option with Quantity=1 and Subtract Stock=No, my line of thinking is that it would only get added to the order once no matter what the order quantity is. But the shipping will be multiplied by whatever the purchased quantity.

I hope there's a work around this...I would greatly appreciate any help. Thanks.
