Seems We don't need 'set character set utf8' in line 24 file database.php

In my machine, I use WAMP 5 1.7.3, if :

set character set utf8;
insert into product_description set product_id = '9', language_id = '2', name = '测试', description = '测试';

go, then show:

name                测试 测试

obviously it cannot support chinese.

If only go the second  sentence, It's OK. So I set the line 24 of \library\database\database.php to note, it seems OK, can support both english and chinese, but I don't know if it will cause other problems?
