[SQL] - Add support for Pounds and Ounces

This sql file will add Pounds and Ounces to the weight classes so that you can actually use OpenCart in the USA

1. Download the attached file (you don't need to extract it)
2. Open phpmyadmin
3. Click "import"
4. Choose the zip file you just downloaded
5. Click "Go"

Now you should have Pounds and Ounces with the additional weight conversion rules selectable from the product edit page.
