Telephone no. that can be entered 00000 000 000

Hi Guys
Noticed this on the odd occasion in on live sites! on all versions.
People entering a tel no. like this 00000 000 000, not so much a bug but really need some kind of condition to stop this!
You'd say usually by a fraudulent person, the latest i can guarantee is not, their just tech savvy and didn't want us to have their no and knew they could get away with that!
It;s important as well as our payment gateway uses the tel no. to gather a fraud score. so it makes it quite important.
So in short in their something we can do to stop the above?
