Anyone interested in a bare bones theme?

Just gauging interest at the moment - is anyone interested in a bare bones theme, that could be controlled mainly by css?
For instance, there is a reasonable amount of hard coded css in the account and checkout files (and I understand why - a newb may wipe the css file or edit it, and then bug the forum complaining that nothing works anymore etc.) What about a theme that dug this all out, and externalised it, making it easier to create really unique skins?
The basic theme could be, well...basic - requiring visual customization before use. This would make it unattractive to those who weren't confident with css - but it would allow css developers to speed up their skinning, by having a basis in place to work from.
I'm really busy for the next couple of months, but was hoping to pull this off after that - would this be useful to ayone else? Should I try and code it so it's as neutral as possible (ie. not geared towards my personal css preferences) or jut go ahead and throw it out here when it's finished and let y'all figure it out? Let me know!
