cannot login to both admin and customer

i edited out capcha from contact.php and contact.tpl and then it broke, and when i reuploed the orginals its still broken

i also noticed that add to cart is not working if you refresh after having added the product to cart

cookies is allowed, but still same problem
i have same problems in ie9, chrome and firefox, on 4 different computers

found the problem, it was that i had both php.ini and php5.ini
noticed it when i setup the site on a different host where it worked fine
anyway thx for the trying to help guys
