Tax on shipping

I have just added weight based shipping and it is adding the shipping then adding the tax to the total. How do I get it to add tax before it adds shipping. The shipping should not be taxed.

Set the "Tax Class" field in the weight-based shipping module to "--- None ---". That will make it so that it's not taxed.
