I think he's trying to avoid over-featuring the core package like Magento and other shopping carts. Maybe the most-used contributions should be integrated rather than all contributions?

That is why contributions should try to be written to be self-contained whenever possible and not touch any other files. This is half on the contrib developer, but also depends on having the proper hooks in place in the core code.
