I deliver sofas in the UK only.

Flat rate is £60.00

However for delivery to certain places in the UK I want to price to be higher. For example I want shipping costs to be an additional £30 for Glasgow etc...

So here is what I am looking for:

All of United Kingdom flat rate delivery of £60.00 excluding

Glasgow: £90.00

How would I do this?

Set up 2 geo zones - one for UK > Glasgow one with all UK zones except Glasgow.

Now the problem is that flat rate seems to only be set up to handle 1 zone (which I discovered after I wrote the above lol) so you would need a mod to do it. But in theory you could set a flat rate for each geo zone. You might play with the other shipping options and see if you can make it work otherwise or see if someone has done a mod for this.

Running Opencart v3.0.3.9 with multi-stores and the default template from https://www.labeshops.com which has links to all my stores.

You don't need any extension -- just use the weight-based shipping extension, and set a single high rate for each zone like 999999:60.00

Okay. I have solved my problem using the weight based shipping module. Thanks for the replies.
