I'm not sure if I understood your question, but the simple answer is that setting up Opencart in Xampp is only useful for development and testing purposes.
When you want your shop to go live on the internet, you must buy web hosting, and a domain name, and then install Opencart in your web space.

actually, there is a few answers to this question, depending on what he actually means.
If you want to test your site on your pc but use a domain name for testing, then yes it can be done by editing your hosts file to point yoursite.com to localhost/yoursite
it wont be a live site, but will act like one.
Another answer is yes you can host your own website from your pc, providing you link a domain name to your local i.p address and run the server from your pc.
Thats too technical to get in to now, and depends on alot of variables, but hopefully one of those answers is for your question.

opencart is free.
Hosting and domain name is NOT free.
XAMPP is a virtual server, which you can use to test opencart with.
You can set it up as a live server, but you must still buy a domain name. And in all honesty, it doesnt appear that you would be skilled enough to do i this way anyway, so my advise would be to buy a domain name and web host space and upload opencart to that.

IF you have uploaded your opencart to a host, and have copied the sql database across to a mysql database hosted online. then yes, we can help you.
If you are still trying to run opencart from your pc using XAMPP then please explain this, as it is hard to understand exactly what you are trying to do.

I think your first way should be to ask you hosting provider HOW TO.......!
I don't know you're Chinese or not and you're able to understand the chinese language but to use a chinese hosting provider without to understand them native language will push you to problems. Ask them for the help you need for to get your shop up and running on their system.
Also 'sit' down and read the available documentations and don't forget Wikipedia and Google are your friends!!
Don't forget: each system has it's own rules! The techies for Open Cart may don't know what the system at those chinese provider is?! Even they using Vista Panel which isn't as popular as cPanel. And at all times there will be the language barrier and the translation problem from Chinese.
The chinese are mainly using software for to translate and take just those output as true and correct, which isn't!! If you ever was been in China, how often you're wondering what the displayed words on the signboards are mean?!
And don't forget, most of the user of this forum are private people who spending their free time to help others as good as possible, they're not staff of the Open Cart Company!
