UPS/USPS only showing for addresses with Florida

Hi just wondering if someone could help me i have installed the UPs and USPS module and i have set site up so only charges tax for Unistes States - Florida, So how can i setup the UPS and USPS so it still shows on the Shipping Part of Checkout for Non Taxed States please as i cant find a way for this? or do i just do it like this. if i have already set the tax to only add tax doe products via the geo zone etc do i just set the UPS and USPS to All Zones .

You should have 2 geozones.. one for tax that has just Florida and one for all of USA
The "UPS Geozone" should be set to the "All Usa" entry
The "UPS Tax zone" should be set to the "Florida Tax" entry

So the way i have done it if people live in over STATES than Florida they wont get charged tax yes?
